Rome Coach Hire for Schools, Clubs and Tours

In Rome the permit comes before the itinerary. A coach enters the centre only with a permit bought for that vehicle, and the two busiest areas, the Colosseum and the Vatican, are rationed in half-day slots every day of the week.

Three zones and one engine rule

Rome splits coach traffic into ZTL BUS A, B and C. An A or B permit lets the coach drive in that zone, set down at hotels, restaurants and museums, and use the listed coach areas. C, the historic centre around the Pantheon and Piazza Navona, stays closed to tourist coaches.

A primary-school trip to a site inside C, or a group at a hotel there with 40 or more rooms, can get an autorizzazione C: 60 minutes in the zone to set down. Secondary schools cannot. Coaches of Euro 4 or older are barred from all three zones, so the quote should name a Euro 5 or Euro 6 vehicle.

Permits are bought before the day

Since 1 January 2026 permits are sold online only, and the old Aurelia check point has closed. A daily permit covers one coach from 00:01 to 24:00 and travels printed on the windscreen. The operator buys it once your programme is fixed, because the quota slots hang on it.

A Colosseum permit is tied to a parking area, such as Via della Navicella, and to a set-down point booked with it. Vatican permits run until 13:30 or from 13:30, so museums in the morning and the Forum after lunch are two separate slots.

  • Stadio Olimpico — Home ground of AS Roma and SS Lazio, and the venue of Italy's Six Nations rugby matches; in the Foro Italico sports complex on the north side of the city. The tourist-coach long-stay area "Olimpico-Tor di Quinto" is nearby (see coach notes).

Coach rules in Rome that shape the day

  • Aeroporto di Roma-Fiumicino "Leonardo da Vinci" (FCO) is about 28 km by road from Piazza Venezia, about 35 min by coach in light traffic. Roma Ciampino airport (CIA) is about 17 km, about 35 min. Journeys take longer at peak times.
  • Rome regulates tourist coaches with three limited-traffic zones for buses (ZTL BUS A, B and C) under the Regolamento per l'accesso e la circolazione degli autobus nelle ZTL BUS A, B e C (Deliberazione di Assemblea Capitolina n. 55 of 15 May 2018, amended by n. 58/2024 and n. 317/2025). ZTL BUS A and C are active every day, 24 hours a day; ZTL BUS B every day from 05:00 to 24:00, holidays included.
  • ZTL BUS A and B may be entered only with a paid permit for that vehicle (contrassegno). ZTL BUS C, the historic centre, is closed to tourist coaches except with an "autorizzazione C", issued only for set cases: primary-school trips to sites inside ZTL BUS C (up to 30 coaches a day), hotels inside ZTL BUS C with 40 or more rooms (up to 30 coaches a day) and authorised scheduled, commercial and school services. An autorizzazione C allows 60 minutes inside the zone, to pass through and set passengers down.
  • Since 1 January 2026 tourist-coach permits can be bought only online; the "Aurelia" check point has closed. Daily permits are for one vehicle and are valid from 00:01 to 24:00. Licensed coach-hire companies can buy carnets of 50, 100, 200 or 300 daily entries. Permits are printed on A4 and shown on the windscreen.
  • Emissions: under Article 2 of the regulation, coaches of emission class Euro 0 to Euro 4 may not enter ZTL BUS A, B or C (Euro 2 with particulate filters since 1 January 2019, Euro 3 with filters and Euro 4 since 1 January 2021). In practice only Euro 5, Euro 6 or alternative-fuel coaches can serve the city centre.
  • Permit types: an A permit allows driving in ZTL BUS A, setting passengers down at hotels, restaurants, schools, offices and museums there, and using the listed coach areas. A B permit adds ZTL BUS B. Coach areas are short stop (maximum 15 minutes), hourly (maximum 3 hours) and long stay (24 hours).
  • Colosseum area: every day, coaches need a quota permit. B5 permits are limited to 18 every 30 minutes; B51 to B54 add a Vatican-area slot. Each permit is tied to a parking area and to a set-down area that must be booked when the permit is requested. Parking: Via delle Terme di Caracalla (Via Antoniniana side), Via della Navicella and Via Antoniniana, up to 3 hours. Set-down: Circo Massimo and Via della Navicella (B51 also Via Cipro, Metro A).
  • Vatican area: every day, coaches need a quota permit (A1, B1, B2, B3 or B4), valid either in the morning (until 13:30) or in the afternoon (from 13:30), each tied to a parking area and set-down points. Parking: the Via Aurelia car park (A1), Olimpico-Tor di Quinto or Olimpico-Farnesina (B1), Martin Luther King at Villa Pamphili (B2). Set-down: Viale Giulio Cesare, Via dei Bastioni di Michelangelo, Viale Vaticano, Via Cipro (Metro A) and Piazza dei Tribunali (B1), or Via Gregorio VII (B2, B3). Some listed areas (Largo Cardinal Micara) are marked "not active".
  • Coaches going inside Vatican City (St Peter's) on an invitation from the Vicariato di Roma may cross ZTL BUS A and B without a permit, only to reach Vatican City and without stopping to set passengers down; the invitation is shown at checks. Coaches invited by the Governatorato apply online for a free authorisation at least 5 working days before the date.
  • The long-stay coach area Olimpico-Farnesina (Via Antonino di San Giuliano) has been closed for the Metro C extension works since 26 June 2026; Olimpico-Tor di Quinto stays open. The hourly area on Via Tiburtina (Mura Verano) has been closed since 9 June 2026 for tram works. Coach areas also close for events; check the current notices.
  • Long-stay (24-hour) coach areas listed for A and B permits: Osteria del Curato (Via Vincenzo Giudice), Ponte Mammolo (Via delle Messi d'Oro), Laurentina (Via Francesco de' Suppè), Ipogeo degli Ottavi (opposite the FL3 station), Monte Mario (Via Sebastiano Vinci), Piazzale Nervi and Largo Passamonti.
  • With a valid permit, tourist coaches may use these bus lanes: Via Ostiense (central carriageway), Via Santa Maria in Cosmedin (Bocca della Verità), Lungotevere Aventino (towards Piazza dell'Emporio), Via dell'Amba Aradam (towards Piazza San Giovanni in Laterano), Via Catania and Via Gregorio VII.
  • School trips: with a B permit, coaches carrying nursery- and primary-school trips can also get the autorizzazione C for sites inside ZTL BUS C, requested 5 days before the trip, up to 30 a day. Secondary-school trips cannot get it.
  • Fascia Verde (Rome's wider low-emission ring): since 1 November 2025, from Monday to Saturday, 24 hours a day (weekday public holidays excluded), diesel motor vehicles of Euro 3 or older and petrol vehicles of Euro 2 or older may not enter, drive or park in it (Delibera 371/2022, Ordinanza 145/2025). Further temporary bans apply on smog-alert days and on the city's "Domeniche ecologiche".
  • Roma Termini (Piazza dei Cinquecento) is the main railway station, with high-speed trains to Firenze, Milano and Napoli and the Leonardo Express to Fiumicino airport. Roma Tiburtina is the second high-speed station.
  • Under Article 142(3)(f) of the Codice della Strada (D.Lgs. 285/1992), buses and coaches with a maximum laden mass over 8 tonnes may drive at up to 100 km/h on motorways (autostrade) and up to 80 km/h on other roads outside built-up areas. Lower signed limits always apply.
  • Under Article 172(6) of the Codice della Strada, every occupant over three years old of a minibus or coach (vehicle categories M2 and M3) must wear the seat belt fitted to their seat while seated; passengers must be informed of this by signs or pictograms at each seat (Article 172(7)).
  • EU drivers' hours rules (Regulation (EC) No 561/2006) apply to coach drivers: at most 9 hours of driving a day (10 hours twice a week), a 45-minute break after 4.5 hours of driving and at least 11 hours of daily rest, recorded by the tachograph.
  • Most Italian motorways (autostrade) are tolled (pedaggio): the toll is paid at the toll stations or by electronic toll device, by vehicle class. Toll amounts are not given here.

Where the coach waits

Long-stay areas lie outside the centre, at Ponte Mammolo, Laurentina and Monte Mario among others. Olimpico-Farnesina has been shut since June 2026 for Metro C works, and areas also close for events, so nobody should promise one now: the operator confirms the stopping point nearer the date.

Group entry to the Colosseum and the Vatican Museums is booked in advance with each site. The coach slot is only half the plan.

Day trips and the port

Ostia Antica is about 45 minutes away and Tivoli, for Villa d'Este and Villa Adriana, about 50. Naples takes about 3 h 5 min, so a return in one day runs into the driver's limit of 9 hours at the wheel; ask whether a second driver is needed. Civitavecchia, the cruise port, is about 71 km from Piazza Venezia, roughly 1 h 20 min.

Does the Fascia Verde affect a hired coach?

From Monday to Saturday, diesels of Euro 3 or older may not enter Rome's wider low-emission ring, and smog-alert days add bans. A Euro 5 coach clears it.

Our group is invited to St Peter's. Is a permit needed?

Coaches invited by the Vicariato di Roma may cross ZTL BUS A and B without one, only to reach Vatican City and without setting down on the way.
