The minibus, for 9 to 16 passengers
A minibus carries 9 to 16 passengers plus the driver. It is the vehicle for the small group: a committee, a choir section, a class on a short visit, a team without much kit.
Bus or car: the line at nine seats
Italian law draws the line at nine seats including the driver. Up to that, the vehicle is a car and is hired as an NCC car with driver under Legge 21/1992. Above it, the minibus is a bus, hired under Legge 218/2003, and the driver holds a D1 licence (up to 16 passengers and 8 m) plus the CQC.
The difference matters for permits. Several city coach schemes are written for vehicles above that size: Naples, for example, asks for its coach ticket from vehicles with more than eight passenger seats.

Rules and equipment on board
- Category D1 covers vehicles built for up to 16 people besides the driver and up to 8 m long (art. 116 c. 3 n, Codice della Strada)
- With more than nine seats including the driver it counts as a bus (autobus) and is hired with a driver under Legge 218/2003 (art. 54 c. 1 b; L. 218/2003 art. 2 c. 3)
- A vehicle with up to nine seats including the driver is a car (autovettura); hired with a driver, it comes under the NCC rules of Legge 21/1992
- All occupants over three years old in buses (categories M2 and M3) must wear the seat belts fitted when seated, and passengers are told so by signs or pictograms on every seat (art. 172 c. 6 and 7)
- Drivers of minibuses with more than eight passenger seats must not drink any alcohol before driving (art. 186-bis c. 1 d)
Belts and the zero limit
Every passenger over three uses the seat belt fitted while seated, and signs or pictograms on each seat say so. Anyone driving a minibus that has over eight passenger seats may not drink any alcohol beforehand.
Where it fits
The minibus reaches places that turn coaches away: the western shore of Lake Como, the lanes up to wine estates, the Amalfi Coast road. In Naples, vehicles up to 7.36 m long of Euro 4 or later are exempt from the coach ZTL ticket, some after an annual application, and a short minibus may qualify.
Rear luggage space shrinks when every seat is taken, so a full minibus on an airport run may need a larger vehicle. For 16 people with suitcases, compare it with a midi-coach.

Yes. The operator arranges airport access; each airport sets its own rules for where hired vehicles wait, and they change during the year.

Yes, it is under the 10.36 m limit for buses. The coast also has seasonal traffic rules, set each year, so the operator checks them for the date.
